In the coming weeks, Alaska’s governor says he plans to roll out a plan to stabilize the state’s tumultuous finances.

The first round of payments is set to go out Oct. 2.

Legislators finished the regular session one day early, an unusual — if not unprecedented — accomplishment in Alaska.

A panel of negotiators has finished combining different budget drafts approved by the House and Senate.

With oil prices low and likely to go lower, and uncertain federal revenue, senators say this year’s budget is tight — and that next year’s will be tighter.

According to preliminary figures published by the Alaska Permanent Fund Corp., the fund’s assets declined from $81.7 billion on Tuesday to $79.7 billion at the end of the day on Friday.

The issue is not with the $80-plus billion fund itself, managers say. Lawmakers could eliminate the problem by combining the fund’s two accounts and capping the annual draw.

More money is being spent from the fund than is being deposited or earned through investments.

In May, a series of leaked emails suggested some corporation employees felt pressured by investment suggestions offered by Rubenstein.
