Assn. of Village Council PresidentsThe appellants are families whose minor daughters were injured while attending the Head Start Program operated by the AVCP. The trial court dismissed the cases based on tribal sovereign immunity. The appellants claim that AVCP is not entitled to immunity, and, if entitled, immunity was waived by the purchase of liability insurance.
