Former CBJ paralegal headed to criminal trial

A February jury trial is scheduled for a former city employee accused of improperly accessing a computer network used for checking criminal backgrounds.

Roxie Starr, 60, did not speak during an arraignment hearing in Juneau Superior Court on Wednesday. Her defense attorney Kevin Higgins entered a ‘not guilty’ plea for her. Starr is charged with a single class C felony count of criminal use of computer network to obtain information.

Prosecutors allege that Starr improperly accessed APSIN, the Alaska Public Safety Information Network. She left her employment as a paralegal for the City and Borough of Juneau’s Law Department in September.

A three-day trial is scheduled to start Feb. 23.

Starr was released on her own recognizance.
