The Bush Administration’s homelessness czar advocates a strategic approach to ending the problem in Alaska. A handful of state commissioners and other agency representatives heard from Philip Mangano at the inaugural meeting of the Governor’s Council on Homelessness in Juneau on Wednesday. The executive director of the U.S. Interagency Council on Homelessness, Mangano says only a broad partnership of stakeholders working together can end a problem which he describes as a national disgrace.
